He is one of the cabinet ministers reading a newspaper, who then honors Queen Margaret Thatcher when she walks by alongside the others.
Episode 2
Downing Street by Thatcher to sing "Isn't She Lovely?". Later on, they fool Arthur Scargill into thinking he's talking to miners and confuse him with new terms for mining. Then Geoffrey appears on a Robin Day panel about Lord Lucan and finally shows up during the credits.

He is praised by Maggie for his handling of another international crisis which he then gets sang to by the other cabinet members “For He’s A Jolly Good Fella”…. But that’s all a dream as Thatcher slaps him back to reality and gets taunted by the cabinet for making a balls up to the tune of the prior song mentioned.

He is waiting to use Margaret Thatchers bathtub alongside other cabinet members.
